Multiple submissions

My question is how many submission drafts are allowed and when would such drafts become shared and to whom... I have a preliminary draft but much more add ....

  There will not be judging of draft submissions, nor will they be shared. Our hope is to get a measure of interest indicating the success of our outreach efforts.

  Also, we have not placed a limit on the number of submissions that any single individual or group can put forward.
